Text should be plausibly readable in overview mode

Issue description

Version 54.0.2840.43 beta (64-bit)
Platform 8743.44.0 (Official Build) beta-channel panther
Firmware Google_Panther.4920.24.26

What steps will reproduce the problem?
(1) Have a window of text
(2) Enter overview mode (F5 or 3-finger swipe)

What is the expected output?
Text should be small (even tiny) but basically readable

What do you see instead?
Text is completely unreadable


There are high quality downsampling algorithms for producing quality thumbnails while retaining details. We should evaluate them and implement one for overview mode. This is also applicable for alt-tab thumbnails.
 
Windows 10 seems to have a much better filter for this than Chrome OS.

@varkha, any thoughts on this? With a high resolution screen (Samus) normal-sized text seems fairly readable, but perhaps the improvement would be more significant for non-hi-res devices.
