WebGL enabled but will not render even with blacklist on

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Example URL:
get.webgl.org

Steps to reproduce the problem:
1. Go to any site with WebGL
2. Observe "Hmm. While your broswer seems to support WebGL, it is disabled of unavailable." message

What is the expected behavior?
Wireframe cube should be rendered with a spinning animation.

What went wrong?
Chrome is refusing to render even with the options that other open or closed chromium issues suggest top enable.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 53.0.2785.116  Channel: n/a
OS Version: 7 SP1
Flash Version: Shockwave Flash 23.0 r0

For suggested fixes, we've tried:

1) rebooting the machine
2) killing and rebooting chrome
3) Found similar issues in chromiumbugs and suggested fixes did not work (https://bugs.chromium.org/p/chromium/issues/detail?id=641967)
4) Upgraded graphics drivers

I suspect that ANGLE's EGL context creation is failing. Was about:gpu gathered after running one WebGL page that failed to initialize? If not, could you please do that to see if there are any logs at the bottom?

Copy/pasting plaintext about:gpu here is fine; PDF not needed. Thanks.

P.S. That graphics card's really old -- 7 years -- please consider an upgrade. That will definitely solve your problem.

I've got my client to capture another chrome:gpu output as requested, however they also had their IT personnel install a new graphics card (nvidia gt 710), and it is still not working.

I've attached the output (sorry - it was captured as a pdf, as an image i believe so i can't even copy and past the text out of it for you)

It is surprising to me that the 710 is not working. Unfortunately I am representing one of my clients here (I am a developer) and do not have direct access to their machine to fiddle.

Looks like this is a stable build of chrome but the --enable-unsafe-es3-apis flag is being used (probably from "WebGL 2.0 Prototype" in about:flags).  This might not be falling back correctly.

It's also surprising that there is no log in the about:gpu about failing to create contexts.  Maybe the about:gpu was not captured after attempting to view webgl content?

This may be the issue that I'm currently experiencing. After upgrading to Chrome v54.0.2840.59, WebGL doesn't work, e.g. on http://get.webgl.org/ as suggested above. My graphics drivers are the most current (NVidia 341.98 for GeForce GTX 260).

My about:gpu has some interesting logs, though:

GpuProcessHostUIShim: The GPU process exited normally. Everything is okay.

Same issue with WEBGL in windows 8.1 and windows 10 on my nVidia GTS250 video adapter after update from 53.x to Version 54.0.2840.59 m (64-bit);
Works well on Windows 7 system with installed that video adapter (nVidia GTS250) on another PC with same browser( 54.0.2840.59) and same video driver as on win10 and win8.1. 
Win 10 and win 8.1 works well with most newest nvidia GTX 960, also works well with GTS 250 in Firefox

The --disable_chromium_framebuffer_multisample worked for the client in comment {12}
--disable_chromium_framebuffer_multisample worked for me as well on nVidia 9600 GSO

perhaps maybe until the issue is fixed an autodisable framebuffer multisample when the GL_OUT_OF_MEMORY occurs would be of great help, especially when people depend on webgl for business with clients.
