Regression: Unnecessary blink of 'Relaunch' button is seen on chrome://md-settings/help page while reloading it.

Chrome Version: 55.0.2880.4 (Official Build)b8b596d2913b9ef5175857ee48429978933ed320-refs/branch-heads/2880@{#7}-32/64 bit.
OS:Windows(7,8,8.1,10),  Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://md-settings/help page. 
(2) Reload the page and observe beside the version

Actual: Unnecessary blink of 'Relaunch' button is seen on page while reloading it.

Expected: No such blink of 'Relaunch' button should seen on page while reloading it.

This is a regression issue, broken in 'M-55', will soon update the other info:

Good Build: 55.0.2874.0
Bad Build: 55.0.2875.0

Note: Unable to capture the secreencast for the above issue.

Using the per-revision bisect providing the bisect results,
Good build:55.0.2874.0(Revision: 421409).
Bad build: 55.0.2875.0 (Revision:421703).

You are probably looking for a change made after 421587 (known good), but no later than 421588 (first known bad).
