[MD Settings] Unnecessary hand pointer appears for disabled link under 'Appearance' section.

Chrome Version: 54.0.2840.50 (Official Build) 4399473cb6f20d12a73c96f668d574005b15f459-refs/branch-heads/2840@{#642} 32/64-bit.
OS: Mac(10.10.5)(10.11.5), Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings page.
2. Check checkbox of 'Show home button' under 'Appearance' section and select 'Other' radio button.
3. Type any URL (For Ex: www.facebook.com) in input box and uncheck the 'Show home button' checkbox.
4. Now, hover the mouse pointer on added URL and observe the mouse pointer.

Unnecessary hand pointer appears for addded URL even link is disabled.
Hand pointer should not appear for added URL when link is disabled.

This is a non-regression issue. broken in M-50 series.

Able to reproduce the issue on mac 10.11.6 chrome version 54.0.2840.50 and canary 55.0.2880.4

This is working as intended -- the hand button is for the entire row (not just the link), and indicates that clicking it will toggle the checkbox.
