Steps to reproduce the problem:
1. open a page with select / dropdown element
2. in developer tools "toggle device"
3. notice options don't display correctly

What is the expected behavior?
To render the dropdown menu correctly (like in previous versions of chrome)

What went wrong?
see attached image

Did this work before? Yes on previous versions before I upgraded
