Browser stucks on Win+Arrow press

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Open a lot of tabs with content 
2. Maximize browser window
3. Press Win + Left arrow or Win + Right arrow.

What is the expected behavior?
Browser fits in left (right) half of screen

What went wrong?
Browser changes his size, but almost all window stucks, window buttons go under tabs and only them (buttons) work.

Did this work before? N/A 

Chrome version: 53.0.2785.143  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Able to reproduce on Windows 10 using chrome reported version #53.0.2785.143 whereas unable to reproduce in the latest canary #	55.0.2883.0.

Reverse Bisect Information:
