Using the per-revision bisect providing the bisect results,
Good build:55.0.2880.0(Revision: 422654).
Bad build: 55.0.2881.0 (Revision:423030).

You are probably looking for a change made after 422895 (known good), but no later than 422896 (first known bad).

Tested this issue on Ubuntu 14.04 and Windows-10 using chrome latest Dev M56-56.0.2891.0. Observed the tab focus not lost after 'Manage search engine' and it moves on startup' section as expected.

Closing this issue since it's not reproducible, please raise a new issue or reopen if you come across the similar one on latest chrome versions.

Thanks!
