Regression:Underline is not seen for website url in chrome://md-settings/managePasswords

Issue description

Chrome Version:55.0.2880.4 (Official Build)Revision b8b596d2913b9ef5175857ee48429978933ed320-refs/branch-heads/2880@{#7} (32/64-bit)
OS:Windows(7,8,8.1,10),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1)Launch chrome,navigate to https://twitter.com/ login with valid credentials
(2)Click on save password button from password bubble and navigate to chrome://md-settings/managePasswords
(3)Observe the website

Actual: Underline is not seen for website url in chrome://md-settings/managePasswords

Expected: Underline should be seen for website url in chrome://md-settings/managePasswords

This is a regression issue broken in 'M55' and below is the manual regression range:
Good Build: 55.0.2874.0 
Bad Build:  55.0.2875.0

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2874.0 (Revision: 421409).
Bad build: 55.0.2875.0 (Revision: 421703).

You are probably looking for a change made after 421680 (known good), but no later than 421681 (first known bad).

This is working as intended (see  http://crbug.com/649427 )

@bettes, please confirm that the desired style for md-settings is no underline for links and close this bug if so, thanks.
