Regression:Download entry shifts upward after reloading the page.

Chrome Version:54.0.2840.50 (Official Build)Revision 4399473cb6f20d12a73c96f668d574005b15f459-refs/branch-heads/2840@{#642} (32/64-bit)
OS:Windows(7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.azurespeed.com/Azure/Download
(2)Click on 2-3 download files,click on 'pause' button from list of download bar.
(3)Press ctrl+J and click on reload button, observe the download entry.

Actual: Download entry shifts upward after reloading the page.

Expected: Download entry should not shift upward after reloading the page.

This is a regression issue broken in 'M54' and will soon update other info.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
