What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings
2. Now click on arrow button icon besides Person name and observe the 'Sign in to chrome' button and text below it while it disappears,again go back and do the same twice or thrice,observe

Actual: Flickering of 'Sign in to chrome' button is seen while it disappears after clicking on arrow button icon besides Person name.
Expected: Flickering of 'Sign in to chrome' button should not be seen while it disappears after clicking on arrow button icon besides Person name.

This is regression issue, broken in ‘M 55’ and below is manual regression and and narrow bisect info:
Good build : 55.0.2876.0 
Bad build : 55.0.2878.0
