Missing many favicons on the History page

Issue description

On the History page, we should try to show more favicons. Some suggestions:

1) Fall back to the domain's root favicon if one isn't available for the specific URL
2) Generate color-and-letter favicons (see Issue 510215)

Ideally the solution could also improve favicons for search engines:  Issue 88243

I've spend some time digging around with this.


I'm seeing that on a synced profile with no local history, there are around 200 synced favicons available for use, which is why the history page has a lot of incorrect favicons.

On a synced profile with local history, there are plenty more favicons available (~500 icons shared across ~3000 urls), but there are still some broken favicons visible on the history page.


Falling back to the favicon for the root URL works in some situations. To take examples from my personal profile:

- The favicon for https://www.twitter.com/ is in my synced favicon cache. With a fallback in place, any visit to any twitter URL will have the correct favicon.

- The favicon for https://www.reddit.com/r/dota2 is in my synced favicon cache, but I never visit the reddit homepage, so the favicon for https://www.reddit.com/ is not in the cache. This means that lots of visits to reddit.com will have the broken favicon, even with the fallback in place.

Fixing the second case is hard, since we would need to change how we query for favicons.


Finally, the color-and-letter favicons were designed for display at 32x32px. They look pretty bad at 16x16px, so I'm not sure if this is a feasible option (plus, it would also affect any extension which uses the favicon cache).
Starting with the root fallback seems like a good first step. It would help with this Google Docs case I just encountered (attached) today, right?

One idea for the color-and-letter favicons would be to create color-only favicons when the sizes are too small to fit letters nicely. bettes@ would be the one to chat with about that from the UX side.

dominickn@: Wasn't there some 'smart icon querying' thing for all sites?
Issue 798029 should have fixed this to some extent. There is more we can do for same-domain-different-origin cases though.
