Trying to open PDF attachment from gmail but only see the spinning animation

Also there's a report on Cave M53: 
seeing some attachments load after some time and others keep spinning.

I can't see the feedback, but I wonder if this is related to  bug 645285 ?

Depending on how exactly the attachments are being opened in Gmail, this may very well have nothing to do with the Chrome PDF Viewer, as Gmail has its a different built-in PDF Viewer that's similar to Drive's.

The third feedback is a dup of  bug 645285 .

The first and second feedback (both are M51) are not related to  bug 645285 , but I'm not sure what can cause these.

645285 sounds different from what I'm seeing.

I open an email that has a pdf attachment, click the attachment thumbnail (not download), and see the spinner.  At times there is an attempt to open/preview the pdf but in most cases I see the spinner over the attachment thumbnail.

Is this happening entirely in Gmail? Does it happen on multiple Chromebooks? Does it happen on a non-Chromebook?
