Ensure media player overflow menu is not clipped by viewport

What steps will reproduce the problem?
(1) Go to codelab.ktam.org/videord.html
(2) Open overflow menu for sizes <100px

What is the expected output?

See full overflow menu

The number of incidents where a video is <100px is limited - https://uma.googleplex.com/p/chrome/histograms/?endDate=10-05-2016&dayCount=7&histograms=Media.VideoVisibleWidth&fixupData=true&showMax=true&filters=channel%2Ceq%2C4%2Cisofficial%2Ceq%2CTrue&implicitFilters=isofficial

Under 100px = 5% of all "videos" (~4MM in 7DA), with a peak for ~15px videos 

This clearly makes it low priority to fix for launch. We will track the data (and also delve into why we have a peak at 15px video width) to triage in the future.
