The omnibox should not accept folders dragged from the Bookmarks manager's sidebar

Issue description

Version: 53.0.2785.143
OS: 10.11

What steps will reproduce the problem?
(1) Choose Bookmarks -> Bookmark Manager
(2) If no bookmark folders are listed in the sidebar, click the Folders dropdown menu and choose Add folder
(3) Drag a folder from the Bookmarks manager sidebar to the Omnibox

What is the expected output?
Nothing

What do you see instead?
If the folder contains bookmarks, the tab switches to the first bookmark in the folder. If the folder is empty, the tab shows a Google search of the folder's name.

The Omnibox should still accept an actual bookmark, but not a folder.

 
What happens if you drag the folder to the tabstrip (on a tab, or in an empty space)?

I'd think dragging to the omnibox would be like dragging to a tab, and that that behavior should "open all bookmarks in folder in tabs, with the first such bookmark loading into the current tab".  I have not tested on Windows by comparison.
Dragging to the tabstrip works the same as dragging to the omnibox currently does. I agree it would be a nice touch for dragging a folder to the tabstrip or omnibox to open all of the bookmarks in that folder. Unless there are huge objections I will rework this bug to specify that outcome.
