Failed to enter CCJK/Complex script characters on PDF and Flash input field

Chrome Version       : 55.0.2878.0 
Platform             : 8861.0.0  - Candy


What steps will reproduce the problem?
(1) go to https://www.irs.gov/pub/irs-pdf/fw4.pdf  or http://weathernews.jp/  
(2) set IME to Korean(Hangul)
(3) enter "gksrmf",한글, on input field  

What is the expected result?
"한글" should be entered.

What happens instead?
"gksrmf" is entered on the input field.  

Please provide any additional information below. Attach a screenshot if
possible.

Works fine in Chrome 54.0.2840.43/CrOS 8743.44.0 - Candy

Will check the issue on Win/Mac/Linux

Reproduce the issue on chrome 55.0.2873.0-canary/Win7, 55.0.2873.0-Ubuntu 14.04.1, 55.0.2880.0/Mac10.12

Steps for win:
1. add Korean MS IME 
2. go to https://www.irs.gov/pub/irs-pdf/fw4.pdf  or http://weathernews.jp/ 
3. focus on input field 
4. try to switch IME to "KO Korean(Korea)/가 Han/Eng" from "KO Korean(Korea)/A Han/Eng"

Actual result :
The IME doesn't switch to "KO Korean(Korea)/가 Han/Eng"

Expected result: 
IME should be switched to "KO Korean(Korea)/가 Han/Eng" and able to enter Korean
