high dropped frame for 60fps video on ARM CrOS device |

Issue descriptionVersion: 55.0.2878.0 OS: CrOS There are high dropped frame on 1080p60fps video (10% drop rate for H264, 50% drop rate for VP9), playback is stuttering. This is visible on ARM based CrOS device (I used nyan_blaze), I don't see it on Intel based CrOS (LINK) device. What steps will reproduce the problem? (1) navigate to one of these two video https://www.youtube.com/watch?v=SFeA13_15-M (H264) https://www.youtube.com/watch?v=MbiOazijZVQ (VP9) (2) change setting to 1080p60fps (3) watch dropped frame amount What is the expected output? reasonable dropped frame <3%, video plays smoothly What do you see instead? dropped frame 50% for VP9, 25% for H264, video stutters

Blaze vs Link might not be a good comparison. I think blaze is not expected to play 60fps videos smoothly but I will defer it to Pawel.

For H264 I believe we should be able to sustain 1080p60.

This is NOT a regression. I checked chrome build 37.0.2062.58. here is the compare: 37.0.2062.58: 1080p60fps H264: 50% drop; VP9: 80% drop 720p60fps H264: 0% drop; vp9: 10% drop 55.0.2878.0 1080p60fps H264: 30% drop; VP9: 50% 720p60fps: H264: 7% drop; VP9: 5% You can see the general H264 and VP9 performance is same or getting better, though still not good enough. If it is expected because nyan_blaze is not capable to play 1080p60fps, please feel free to resolve this bug.

Defer to cros folk. I don't think there's much we can do here if even hardware h264 can't keep up.
