What steps will reproduce the problem?
(1) Crash your browser (easy to do on 54)
(2) Click the restore button
(3) While tabs are loading, attempt to chat in the hangouts window, or type into a feedback report

What is the expected output?
Focus stays on the active window

What do you see instead?
Since 54, as tabs load, they pull the focus away from the active window and bring the window they are part of to the top of the stack.  This is really annoying.
