Issue description
Chrome Version : 53.0.2785.103 (Official Build) (64-bit)

Other browsers tested: N/A (on chromeos)
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari: N/A
Firefox: N/A
IE: N/A
What steps will reproduce the problem?
(1) Turn brightness all the way up
(2) close lid
(3) open lid within 1-3 seconds
What is the expected result?
screen brightness at full
What happens instead?
screen brightness is dimmed, despite the brightness being all the way up

possible.
