Cannot edit CSS in dev tools with Scroll Anchoring

Reported by kranosc...@gmail.com, Oct 4 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
Repro:
1: open dev tools and inspect a random element with enough styles applied that you must scroll down in the styles pane to see the class

2: edit the class

What is the expected behavior?
the scroll bar does not move as you type

What went wrong?
scroll bar jumps to the top of the styles pane with every letter typed

Did this work before? No

Chrome version: 53.0.2785.143 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Thank you for the report. I failed to reproduce this bug with scroll anchoring on 53.0.2785.143 and 55.0.2881.0 Linux.

My steps were:
- open DevTools elements pane
- select a random element, the styles pane (SP) is at the top
- populate a bunch of junk style rules until you can scroll
- scroll down, try to add more rules in the visible area

From the steps above, everything worked fine for me. Could you please provide a screencast to help us reproduce the behavior?

This report is from stable channel; it's very likely fixed by recent changes like r413010.
