Need to communicate more clearly that Chrome does not delete downloaded files |

Issue descriptionOn desktop, the header of the Downloads page (chrome://downloads) says 'Downloads'. It contains a 'Clear all' button which gives the impression that the user clears all downloads, i.e. all downloaded files. This is not the case - only the download history is deleted. We could, for example: - Rename the page to "Download history" (although that might be also imprecise as the page actually offers access to the downloads folder and the downloaded files). - Rename the button to "Clear download history".
