1.6%-69.7% regression in v8.browsing_mobile_ignition at 421818:421910

Project Member Reported by epertoso@chromium.org, Oct 4 2016

Issue description

Seems that https://chromium.googlesource.com/v8/v8/+/9af3142fbadfe99e53c378dbe6e363e17aed89af (which is a revert) caused the regression.
