Regression: 'Show all' button of download shelf is not seen properly after applying "Zelda-dark" theme.

Issue description

Chrome Version: 55.0.2880.0 (Official Build) a20982650ce3e0f7ba76278fdac132a66e1b6a8f-refs/heads/master@{#422654} (32/64-bit)
OS:Windows(7,8,8.1,10),  Linux(14.04 LTS)

Steps:
1. Launch Chrome and save any page( CTRL + S keys) such that download shelf appears.
2. Navigate to above url, apply the theme and observe download shelf.

Actual: 'Show all' button is not seen properly i.e button appears white and 'Show all' text is not visible.

Expected: 'Show all' button should be seen properly.

This is a regression issue broken in M-55, will soon update bisect info.

Good build : 55.0.2853.0
Bad build : 55.0.2855.0

Note: Above issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2853.0 (Revision: 416812).
Bad build: 55.0.2855.0 (Revision: 417283).

You are probably looking for a change made after 417121 (known good), but no later than 417122 (first known bad).

I was able to reproduce the issue on the reported version: 55.0.2880.0 on Windows-10 but the same worked fine on the latest M-55(55.0.2883.6) and the latest M-56(56.0.2884.0).

Closing the issue as this is no longer reproducible on the latest.
