"google_apis_unittests" is flaky

Issue description

"google_apis_unittests" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

All of the reported flakes were due to swarming tasks expiring:

Looks like the "xcode_version:8.0" pool got some heavy load around the time those tasks expired:

According to https://viceroy.corp.google.com/chrome_infra/Capacity/chromium, the "xcode_version:8" pool has 20 bots and the "xcode_version:5.1.1" has 264 bots. I'm not familiar with the distinction. + labs & smut@: are there plans to increase mac pools at all?

20 x 8.0 bots were what I deployed when we moved iOS to Xcode 8. Currently only the iOS bots use this, and the number of 20 was simply a guess as previously the iOS bots were sharing resources with the GPU builders, as they run a more current OS (the 5.1.1 builders run 10.9, which is still what the main fleet uses).

I'll add 40 more bots to the xc 8 pool.

Re #6, I duped those into this one, as it does look to be the same issue.

The pool has now been increased from 20 -> 60 bots.
