Navigate back to Storage Management when closing dialogs and completing actions

Issue description

Current behavior:
1. User opens Chrome Settings
2. User navigates to Storage Management
3. User selects "Browsing data" or "Other users"
4. "Browsing data" or "Other users" dialog is displayed
5. User completes some action on the dialog (clicks "Cancel", clicks back button, clicks [x] icon)
6. User is navigated back to top level of Chrome Settings

Expected behavior:
1-5. Same
6. User is navigated back to Storage Management
