Milo missing build state

Looks like milo is somehow missing this data.

This is causing offline builder alerts to not show up in SOM.

It is back now, waterfalls needs to be restarted for this to get picked up.  I'll go ahead and restart main waterfall mastesr now.

Status: Fixed (was: Assigned)
This should be fixed for all main waterfall masters.  I'm not sure what other masters need this, but a simple restart will also fix it.
