Smooth scrolling re-enables itself across upgrades

Version: Chrome 48 -> Chrome 53.0.2785.143
OS: Goobuntu Trusty

What steps will reproduce the problem?
(1) Disable smooth scrolling in chrome://flags
(2) Update from Chrome 48 -> 53


What is the expected output?

Smooth scrolling stays disabled


What do you see instead?

Smooth scrolling is reset to the default setting (enabled)


I have to reset this setting fairly often, across different PCs.
