libbsd: upgraded package to upstream

Upgraded dev-libs/libbsd to version 0.8.2 on amd64, arm

This is currently not included in any build. Future packages
will depend on this.

BUG= chromium:652431 
TEST=emerges. Ad hoc test at runtime with future commits.
