[Findit] Master Flake Analysis: Build with 100% passing rate identified as suspected flaky build

In this example, build 29996 was identified as the suspected flake build. However, it is after a flaky region becomes a stable passing region. The build actually has a 100% pass rate.

In this case according to the graph the flaky region is actually much farther back than the range that was analyzed, or not found.
