Combine Variations.SeedFetchResponseCode and Variations.FailedRequestErrorCode histograms.

It's useful to have error codes and http response codes in one.

Replace 2 histograms with Variations.SeedFetchResponseOrErrorCode.

Combines Variations.SeedFetchResponseCode and
Variations.FailedRequestErrorCode histograms.

It's useful to have error codes and http response codes in one.
