ChromeVox doesn't read contents of an alert dialog when focus is placed on button

Project Member Reported by jbartz@google.com, Oct 3 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
Example at https://jsfiddle.net/rzfz4r2c/6/
Click the "Dialog" button in the demo.

What is the expected behavior?
https://www.w3.org/TR/wai-aria-practices/#alertdialog

What went wrong?
The dialog text should be read even though focus is given to the "Got it" button.

Did this work before? No

Chrome version: 53.0.2785.143 Channel: stable
OS Version:
Flash Version: Shockwave Flash 23.0 r0

Adding an aria-live='polite' attribute to the dialog container caused ChromeVox Next to read the entire dialog twice.

Able to reproduce the issue on stable version 53.0.2785.143 on Linux OS. Issue is also observed on chrome version 50.0.2661.75,
On M49 Chrome Version, able to install Chromevox but unable to run the extension.
Till M48 Chrome versions, Chromevox is not compatible.
This issue also observed in Windows 10 with the latest chrome stable version 53.0.2785.143

Untriaging the issue so that it would get addressed.

Thanks.!

Curious as to why this was marked as won't fix?
