Omnibox is focused when opening about:blank from command line

Version 53.0.2785.143 (64-bit)
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) Run "google-chrome-stable about:blank"

What is the expected output?
A blank page opens.

What do you see instead?
A blank page opens, but the omnibox is selected and all keyboard input goes to the omnibox.  This doesn't happen with other pages.

Not sure how this behavior affects Mac/Windows.

See also bug 45260.  Don't know how "about:blank on command line" compares with "about:blank as startup page in settings".
