Can't open about:chrome page from command line

Issue description

Version 53.0.2785.143 (64-bit)
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) Run "google-chrome-stable about:chrome"

What is the expected output?
If chrome was already open, a new tab opens with the about:chrome page.
If chrome was not open, a new browser window opens with the about:chrome page.

What do you see instead?
If chrome was already open, a new tab opens with an empty page.
If chrome was not open, a new browser window opens with an empty page.

Not sure how this behavior affects Mac/Windows.

 
This may be an intentional security behavior, since chrome:// pages have higher privileges?  I dunno.

Do we need to support opening chrome:// pages while launching chrome ?
If yes, then I'll start working on this. 
Please clarify.

I think c#1 is correct: this is intentional.
