Move importModules function to shared location for WebUI pages

Issue description

This function is repeated multiple times across the codebase, see 
https://cs.chromium.org/search/?q=importModules+lang:js&sq=package:chromium&type=cs

We should probably put it in a shared location for re-use between WebUI pages.
