Fix testClearBrowsingHistory

testClearBrowsingHistory is disabled, needs to be debugged. Broken on all device and simulator bots (both iPhone and iPad).

Example failure:

../../ios_internal/chrome/browser/ui/history/history_ui_egtest.mm:271: error: -[HistoryUITestCase testClearBrowsingHistory] : Action 'Tap' was not performed because no UI element matching (((respondsToSelector(isAccessibilityElement) && isAccessibilityElement) && accessibilityLabel("Cookies, Site Data")) && ((respondsToSelector(isAccessibilityElement) && isAccessibilityElement) && accessibilityTraits: UIAccessibilityTraitButton)) was found.
