Chrome Version (from "Settings > About Google Chrome"):

Any place that more than 1 drop down box appears on a page, e.g date of birth:
https://accounts.google.com/SignUpWithoutGmail?hl=en

Behavior in Safari (if applicable):
This happens when you try and enter a date of birth on iphone running IOS 9 or below.

Steps to reproduce:
(1)Click day and highlight a value (don't click done or next)
(2)Directly click into the month drop down box
(3)you will see it has taken the position value from "Day" and put it into "month"

To fix the issue you can add a option group that is hidden which will allow the user to go from day to month.
