Make sure update approvals work for child accounts

Issue description

Remove the command line parameter that controls whether updates approval are required or not for supervised users.
Instead, update approval should always be sent upon increase in permissions.

What does permission increase mean here?

Can you give an example so we can verify this bug?

It means, a Chrome extension is updated requires extra permission (for example, an new version of an extension requires access to the camera.

It's not launched yet, and cannot be verified at the moment.
