Regression: Blink of horizontal scrollbar is observed on 'Switch person' overlay.

Issue description

Chrome Version:55.0.2879.0 (Official Build) a1512fef16d73a51f020954dc81e51d84bc0e921-refs/heads/master@{#422347}-32/64 bit
OS: Windows (7,8,10)

Pre-condition: Create 3 users and sign into all profile/users with valid credentials. 

What steps will reproduce the problem?
1. Launch chrome and click on 'Avatar' icon, select 'Switch person' option.
2. Click on 'Add person' button, now Check the 'Supervise this person...' checkbox-> click "Select an account" Dropdown
3. Click outside the drop down and observe bottom of the list.

Actual: Unnecessary blink of horizontal scrollbar is observed.
Expected: Blink of horizontal scrollbar should not be seen.

This is regression issue,broken in 'M 54' and below is manual bisect

Good build:54.0.2808.0
Bad build:54.0.2809.0

Providing ChangeLog, since not able to sign in to chromium builds.

r407955 is completely unrelated since it changes a web facing api.

That could be related; unfortunately, I've left the Chrome team. fmalita@ is probably dealing with my aftermath.

I don't find that test very convincing though; there used to be a horizontal scroll bar there, but I don't see any evidence that the horizontal scroll bar is *NECESSARY*. None of the text extends beyond the bounds of the box.

Also, please clarify the bug: I don't see any horizontal scroll bar at all - I think you meant blink, not blank? But what I observe in the videos is not a *blank* scroll bar (space is set aside for the scrollbar, but it's left the background color, or plain white - that is what I'd expect to see if my change had introduced an error). Instead, there's no scrollbar being drawn at all.

I consider the fact that I don't see any *attempt* to draw a scrollbar to suggest this isn't a bug, it's a reasonable layout change. Please reopen if you have another test that clearly shows bad behavior, or if I've misunderstood the problem somehow.
