Issue descriptionChrome Version: 55.0.2879.0 Revision a1512fef16d73a51f020954dc81e51d84bc0e921-refs/heads/master@{#422347} OS: Windows(7,8,10), Mac(10.10.5,10.11.4) Pre-condition: Generate some history by visiting web pages. What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://history page. (2) Press ctrl++, then click on iron icon of link present on the bottom of present page(More option overlay opened) (3) Click on down arrow of scrollbar and observe Actual: Unnecessary scrolling is seen while clicking on down arrow of scrollbar even if it is disabled. Expected: No such scrolling should seen when down arrow of scrollbar is disabled. This is a regression issue, broken in 'M-55', will soon update the other info: Good Build: 55.0.2875.0 Bad Build: 55.0.2876.0

Culprit is almost certainly https://chromium.googlesource.com/chromium/src/+/8cf11a02e256b61c86a23e9c6126ff3183a628c5. This is a very minor issue, bumping down the priority accordingly.
