Steps to reproduce the problem:
Record video and sound using camera with Explain Everything APP on Pixel Chromebook.

What is the expected behavior?
Video is correctly recorded. File has correct video and sound tracks.

What went wrong?
There is problem with recording video and sound together with camera using MediaRecorder. File cannot be played and looks like there is only one video frame in it. If no sound is recorded video is correct. Problem occurs in Android APP working on ARC Welder. Camera profile is configured as follows:

quality.audioSampleRate = 16000;
quality.audioBitRate = 23600;
quality.audioCodec = MediaRecorder.AudioEncoder.AMR_WB;
quality.videoCodec = MediaRecorder.VideoEncoder.MPEG_4_SP;
quality.videoFrameRate = 30;
mCameraRecorder.setProfile(quality);

Problem occurred after one of previous Chrome OS update. Tested on Pixel, Dell Chromebook 11, ASUS Chromebook Flip C100PA and some other devices.
