Unable to pay $5 registration fee: Uncaught TypeError: cx.SignupFeeStatusUpdater is not a constructor

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Cancel registration payment by clicking or closing page
2. Go to developer dashboard

What is the expected behavior?
payment prompt appears

What went wrong?
Uncaught TypeError: cx.SignupFeeStatusUpdater is not a constructor(anonymous function) @ dashboard:22

empty notification where the payment prompt should be

Thanks-- Webstore team is investigating ATM but having trouble reproducing. @james.minda.deng Could you add a more detailed report of the exact repro steps? Where exactly are you cancelling the registration payment?
Hi guys, Yukie CWS Developer Support was able to find a workaround by manually updating the payment method on wallet.google.com

Looks like what happened here was that my credit card was frozen/disabled due to identity theft/fraud this weekend. During that period I tried paying with two cards unsuccessfully on the google wallet dialog. The dialog said payment declined/failed but nothing else. There was option on the dialog to try another payment method but I closed that tab or refreshed the page some point after and I think that's when the errors started occuring.

Google Wallet showed three events for this transaction:

1. card declined for this purchase
2. you updated your payment method
3. second payment method declined for this purchase

and then:
 	
On hold Registration fee
Chrome Web Store developer registration fee

still having the issu.
- button is not displayed
- empty messsage
(see the attached file)

i didn't understand the manual fix you are talking about. when i go to my wallet account, i can't see this transaction or something close to the developer fee problem. can you provide step by step process ?

Hi,

I'm having a problem that may be related to this bug.  I et the option to pay the $5 fee, but when I try to make the payment I get "An unexpected error has occurred. Please try again later."  I've been trying this for a week now using multiple accounts and credit cards.

Hey Mark,

The issue described in this bug should be fixed as of last week. If you're not able to reproduce the "Uncaught TypeError: cx.SignupFeeStatusUpdater is not a constructor" error, can you file a separate bug and provide details about your issue?
