Chrome App does not save gifs as gifs when downloading

Issue description

Steps to reproduce the problem:
1. Open .gif in chrome, by tap+hold on the .gif and selecting "Open in New Page"
2. Tap+Hold moving .gif to save to camera roll
3. Open .gif in Camera Roll

What is the expected behavior?
The expected behaviour is that saving a .gif from the Chrome App will actually save the image into the photos app as an animated .gif. You can see the animated photo in the Camera Roll, attach it to mail as a .gif, or other apps, or the computer. 

What went wrong?
When saving a gif on the Chrome App, the image saves as a jpeg file, not a .gif. As a result,  the image does not animate. The file extension itself is changed, which can be seen when attaching gifs downloaded through the chrome browser to mail, or if they are exported from the iPhone to a computer. 

Did this work before? Yes Prior to August, 2016 at the very latest.

I am unsure when the problem first began, but it definitely was occurring as of the beginning of August, 2016.

Saving .gifs works as expected in Safari. When you select "Save Image" in the Safari App on a .gif, it saves to the Photos app as a .gif, and is animated. This does not work on Chrome. Additionally, this problem is also present in the Firefox App. However, the Opera web browser app downloads .gifs correctly.

I have tried using the chrome beta, but the problem persists. 

Background App refresh is active. 

There is no "safe mode" on iPhones to test with, but the issue occurs even on iPhones new from the store, or freshly restored. 

I have tested this on iPhones on iOS 9.1, 9.2, 9.3, 9.3.2, 9.3.3, and on iOS 10.
