Reproduction Steps: 
1. Enable CVox Next.
2. Install Hangouts from https://chrome.google.com/webstore/detail/google-hangouts/nckgahadagoaajjgafhacjanaoiihapd?hl=en
3. Read a web page while a message comes in.
Expected: The message will come in, but will not interrupt the reading on the web page, and certainly would not cause CVox to lose focus and place it on the Hangouts window.
Actual: When a message comes in and read all is in progress, especially if I am in a conversation, CVox begins reading the hangouts window, even though it was in the middle of reading a web page. If I am navigating with CVox+right arrow, I experience same behavior... a hangouts message comes in and I lose focus to the hangouts app. I can regain focus to the web page by alt+tabbing a couple of times, however then I lose my reading position unless my reading position was focused on a link or other focusable element.
