offsetheight of chrome doesn't match that of IE/FF

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Open http://www.w3schools.com/jsref/tryit.asp?filename=tryjsref_element_offsetheight
2. Check 
Height including padding and border: 
Width including padding and border: 
3. 

What is the expected behavior?
Height including padding and border: 280px
Width including padding and border: 430px

What went wrong?
Height including padding and border: 279px
Width including padding and border: 428px

Did this work before? N/A 

Chrome version: 53.0.2785.116  Channel: n/a
OS Version: 6.3
Flash Version: Shockwave Flash 23.0 r0

I am interested with this issue.

@xing.xu, We are unable to reproduce the scenario in Windows 10 with chrome version stable 53.0.2785.116. Please check the attached video.

We have also tested in the latest chrome version stable 53.0.2785.143, still we didn't reproduce the scenario, request you to update chrome to the latest version and kindly revert us with the observations.

(Just upgrade chrome, so version is different, but still observe the same.)

Tested the issue on chrome Stable #53.0.2785.143, Canary 55.0.2879.0 in Windows 10.0 and was able to reproduce the issue when screen size changing to ex:110,150,175,below 200.
This is a Non-Regression issue seen from M30 #30.0.1549.0(208818), Making the status to Untriaged so that the issue would get addressed.
Note : Able to reproduce the issue in MAC 10.12 and Linux Ubuntu 14.04.

rbasuvala@, could you provide an exact example, using jsbin or codepen where you see differences? And Canary results would be most relevant.
