Steps to reproduce the problem:
1. Zoom an image with Ctrl+'+'
2. Try to pan the image by arrow keys. It doesn't move.
3. 

What is the expected behavior?
The image should be panned by keyboard.

What went wrong?
Not sure.  Worked fine until the latest Stable release update.
