Harmony - controls should support a11y "increase contrast" mode

Issue description

Right now when I switch to Increase contrast mode in System preferences on the Mac the controls are drawn the same as before. Harmony controls should support this mode.

Dialogs should also increase the contrast of their borders?

 
Do we have a design spec for how "increase contrast" should affect things?  Seems like respecting this setting is important for a11y but hard to implement without concretely knowing what this means.

I am not sure. If you want to try moving this along you might assign it to hwi@, who is working on a11y issues.
