Jump-commands no longer respond in DOcs?

Reproduction Steps: 
1. Open a GOogle Docs with headings
2. ctrl+alt+n+h for next heading
3. Try with Classic or Next

Observed: Using *any* jump forward/back commands in Docs with ChromeVOx doesn't respond
Expected: Jump commands to respond, as they do when using alt+/ then typing in headings, table, etc.
