Steps to reproduce the problem:
1. Use a trackpad or mousewheel to control zoom
2. Click the mousewheel through 3 times.
3. The command is issued on three completely separate occassions.
4. The interface blocks for each individual zoom repainting
5. The Display showing current zoom level does not update with respect to the user input, but with respect to the current page zoom

Also, when arriving at "100%" zoom, the zoom indicator does not display, which means, given the delay in waiting for the indicator to display After the page is rendered, its impossible for the user to tell if the command has been issued or not, until waiting an unspecified amount of time. Completely closed loop interaction, with No specific indication of the end.

What is the expected behavior?
The Zoom command should inherently have a delay before executing, to allow the user to choose the desired zoom level.

The Zoom Indicator should show the current TARGET zoom level, as regards user input, not the current zoom level as has been rendered on the page.

The zoom indicator should also show, specifically, when the TARGET zoom level is 100%, not simply disappear, as this is a closed loop interaction with no indicator of termination.
