HDMI via USB-C causing static in audio while playing sound via monitor speakers

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.81.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.103 Safari/537.36
Platform: 8530.81.0 (Official Build) stable-channel chell

Example URL:
Any and all material from YouTube + Spotfy Web Player + Soundcloud but NOT Vimeo 

Steps to reproduce the problem:
1. Plug in 2 way HDMI to a TV/monitor and the HP Chromebook 13 G1 via a USB-C HDMI adapter

2. Play sound from any of the 3 sources laid out above

What is the expected behavior?
Clear, unadulterated sound. On my GalliumOS boot, sound works perfectly fine via the same cables and monitor setup so I don't believe its a hardware issue. Vimeo videos sound fine, but YouTube/Spotify/Soundcloud are impossible to listen to. The internal speaker itself and audio jack also play the sound just fine. 

What went wrong?
There's heavy static in the audio now when playing from a monitor's speaker.

Did this work before? Yes Chrome 52 and earlier I believe? I think the problem only began with Chrome 53, but I'm not 100% sure

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? Yes

kunalmishra9@gmail.com, Are you seeing this issue in playing video in Chrome browser? do you see the same issue when playing video from app, e.g YouTube?
Yup. I'm on a Chromebook so the only possible way to play YouTube and Spotify Web Player is via the Chrome web browser. I don't believe there are any formal Chrome apps for the two platforms.

Dale, can you take a look this one? I don't have necessary hardware to repro this bug.

Hey there, 

I've got the base model of the HP Chromebook 13 G1, with an x86 Pentium 4405y processor (Skylake). As an update, the issue persists even after a powerwash so I'm inclined to think it's 53. I'm in developer mode on the Stable channel though.
