Pressing ctrl during a touchpad fling should not zoom page

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. using touchpad, scroll page, 
2. while scrolling, press ctrl key

What is the expected behavior?
while scrolling, even if you press ctrl key, it should not be zoom up.

What went wrong?
while scrolling using touchpad, pressed ctrl key, it works 'zoom up' like pitch zoom. if you used the mouse, it works normally.
but in edge, if pressed ctrl key, not working 'zoom up'.

Did this work before? N/A

Confirm.

This is a bug emerging from the interaction of HCI touchpad scroll "flick to scroll faster" merging with chrome "ctrl+wheelUp / Down" to zoom. 

It should be fixed.

If the page is currently scrolling, pressing the ctrl-button should not engage the zoom mechanism.

Because of the nature of the "touch" style, flick and scroll, this happens a lot.

e.g.

reading a page. get to the bottom, flick the scroll up to get to the top of the page, press ctrl-w , page zooms in some arbitrary amount as the flick scroll algorithm continues its deceleration.

Tested on different browsers and found the same behavior.Ctrl + Trackpad scrolling is changing the Zoom (+ / -) of browser.
Assuming this as a feature request, adding related components. Could some one look into the issue and update with inputs if any.

Changing the status to Untriaged so that the issue would get addressed.

[Thanks--I've been meaning to log this for at least a year.]

A common use case that triggers this for me is scrolling to the top of a page, then using ctrl+tab to switch tabs.  The control resizes the first page wildly.

This issue is not Windows specific. It affects all desktop platforms.
