Cleared notifications keep coming back

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 8743.44.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.43 Safari/537.36 Platform: 8743.44.0 (Official Build) beta-channel cyan Steps to reproduce the problem: 1. I save an attachment from Android to the Downloads folder in Chrome. 2. I receive a notification as normal. 3. I clear the notifications. 4. A few hours later, the exact same notification appears. What is the expected behavior? The cleared notification should stay cleared and not keep repeating endlessly. What went wrong? Rebooting doesn't solve this problem. Deleting the files doesn't solve this problem (see the attached image where you can see the files don't exist yet I get a notification about them). Every few hours I'll get the same notification about the same files downloading. Nothing, in fact, is downloading - it's like the notification got stuck in a loop of some kind or something is triggering it and clearing it won't make it stop. Did this work before? Let me investigate. It looks similar to b/33074519.

I wasn't able to find b/33074519 to compare, but it happens with all Android apps as far as I can tell - I'll re-receive cleared notifications for my calendar, Facebook, Mightytext, my email, downloadeded files, etc. I can't really see a pattern as it seems to be everything.
